(Problems of government)

সমস্যা বলতে কী বুঝায় : (What is problem?)

Maciver)-এর মতে সকল মানবিক সংগঠনের মধ্যে সরকারই সর্ববৃহৎ (government is the vastest of all human enterprises.)।

This is the last volume of a three volume series of selected documents on Bengal politics created by the Governor of Bengal during the era of provincial autonomy,1936 to 1947. Most of the documents included in this series are the fortnightly reports of the Governor of Bengal to the Viceroy and Governor-General of India and deal with a variety of subjects, issues and events that were perceived by the Governor as of supreme importance needing the personal attention of the Governor-General. In summarizing and underscoring many significant developments in the province, much of which were not otherwise reported or recorded, these fortnightly reports present,in addition to a myriad of facts and interpretations,a close look on the working of British colonialism and imperialism in Bengal. With the publication of this volume, the scholars and general readers will have complete access to all the fortnightly reports. Documents in this final volume deals with the eventful -years of 1944-1947,leading to the second partition of Bengal. The focus in this volume is on the activities of the Muslim League ministry; Congress ineptitude;,increasing communal tensions; deterioration of law and order; and the emergence of the concept of united sovereign Bengal. Together, all the documents in this three volume series unquestionably constitute valued primary sources to the political history of Bengal for the most momentous decade of the Raj. To examine and evaluate the subsequent movement for provincial autonomy in East Pakistan and the Bangladesh war of independence, materials presented in these volumes may provide critical perspectives.

“Bangladesh Civil Service: A Political-Administrative Perspective” Some Information of this book: Politicisation of civil service has been much discussed in the media. Little research as to its implications on economic, social and political order exists. The author’s analysis of this burning issue is truly revealing. Drawing on examples from the United Kingdom, the author acknowledges that civil servants have to act under political direction. However, politicisation of civil service in Bangladesh has been carried to absurd lengths. The point he makes is that this type Of politicisation is anathema to constitutional governance. In public eye,the civil servants become almost indistinguishable from the party activists. Viewed in this perspective, politicisation of services will clearly appear as self-defeating political stratagem — it destroys institutional governance that makes way for a failed state. The study comprising twelve chapters provides considerable information on the historical background of the civil services and their developments since 1757 AD. The study provides data and information (not easily available) which should serve as an important backdrop to a proper comprehension of the dimensions of any future exercise of the reform and reorganization of services in Bangladesh. The inter-relationships of the civil service and the judiciary, ministers and parliament discussed provide a worm’s eye view to anyone interested in the subject and would help in dispelling misperceptions about the character, role and conduct of public servents in a complex and difficult environment. This dispassionate and objective study fills a yawning gap that exist in the availability of literature on the subject.

The August coup of 1975,assassination of Sheikh Mujibur Rahman and the events that followed have shown that it is easier to change a government than to establish a legitimate regime and an effective administration. The power struggle that goes on in Bangladesh calls for a new consensus if the country has to achieve its politico-economic freedom. The book presents an assessment of the politics pursued in Bangladesh during its initial years and argues that the crisis Bangladesh faces today is the result of the socio-economic and political measures taken by the Awami League government and Sheikh Mujibur Rahman. In the course of his assessment he has examined the political compulsion and contradictions which led the regime to go for a one-party rule. The ruling party’s treatment of the freedom fighters, the so-called collaborators and the army as an institution are seen as examples which had bleeding effect on the body politic of the newly achieved country. This significantly objective work helps the readers to understand the political dimensions of the newly independent states of South Asia and Africa. The study answers questions why so frequently nationalist leaders committed to liberal democratic governments have rejected the same after independence. The author declares Sheikh Mujibur Rahman as “the greatest phenomenon” of the history of Bangladesh. A separate chapter is devoted to provide an objective appreciation of the personality of Bangabandhu. This book is a mine of inexhaustible value to students of politics, history, law, economics and Bangladesh studies. Moudud Ahmed displays profound insight into the life of Sheikh Mujibur Rahman and as a sequel to the author’s earlier book. Bangladesh: Constitutional Quest for Autonomy, this definitive work is a major addition to books on political history of Bangladesh. The author’s work is particularly relevant to the actions and responses shown through its style of governance. Barrister Ahmed has been Deputy Prime Minister (1976-78),Prime Minister (1986-89),and Vice-President of Bangladesh. He has his B.A. (Honours) and M.A. in Political Science from Dhaka University. He studied law in England and was called to the English Bar in 1966. He is Fellow of Heidelberg University and also Harvard University. He prepared the book,Bangladesh: Contemporary Events and Documents, published by the External Publicity Division of the Bangladesh Government in Exile in Calcutta in 1971. His earlier book Bangladesh: Constitutional Quest for Autonomy was published by UPL. Contents: 1. Beginning of a New State 2. Awami League Government: Economic and Social Measures 3. Law and Order Situation 4. The Constitution-Making Process 5. Move for Political Consolidation: The General Elections,1973 6. Economic Planning and Reorganization 7. “The Third eye-Glimpses of the politicos”Some Information of this book: This book is a sincere venture to bridge the generation gap. The author recollects the socio-political,academic and cultural atmosphere of Dhaka during the 1950’s and 1960’s and seeks to contrast it with the existing situation. There are strong overtones of nostalgia for the ‘good old days’ and an apparent disdain for the ‘present day violence and disorder. The authors interaction with the prominent personalities and his own observation of the political developments in this country during the past three decades is vividly described in the hope that some of the lesser known ‘facts’ of history is preserved for the future generations.
